Oklahoma Campaign Finance Compliance

Reporting and compliance for Oklahoma candidates, PACs, and committees — built around the Oklahoma Ethics Commission and the Guardian System. We work with every party.

Running for office in Oklahoma means answering to the Oklahoma Ethics Commission, with contributions and expenditures filed electronically and posted publicly through the Guardian System. We manage that entire process so your committee stays compliant and on schedule.

What Oklahoma requires

  • A Statement of Organization filed within 10 days of raising or spending more than $1,000, plus the $125 committee registration fee
  • Periodic contribution and expenditure reports filed electronically through the Guardian System
  • Pre-election and ongoing periodic reports, each due on the Commission’s schedule
  • Complete contributor records and itemization for every reporting period
  • A clean, auditable trail from your bank account to every filed report

New in 2025: local candidates now file with the state

As of November 1, 2025, candidates for counties, municipalities, school boards, and CareerTech districts file their campaign finance reports with the Oklahoma Ethics Commission — not their local clerk or election board. It’s a significant change, and many first-time local filers are navigating it now. We keep you on the right system and the right deadlines from day one.

How Heartland helps Oklahoma campaigns

We prepare and file your reports in the Guardian System, reconcile every report to your bank statements, track each deadline before it arrives, and collect the contributor information the Commission expects. You get proofs at least three days early and a live portal showing exactly where you stand — all for a flexible monthly retainer that scales with your activity.
