Texas Campaign Finance & Ethics Reporting

Reporting and compliance for Texas candidates, PACs, and committees — built around the Texas Ethics Commission. We work with every party.

In Texas, state and multi-county campaigns report to the Texas Ethics Commission (TEC), and most filers are required to file electronically. The details trip up campaigns every cycle — we handle them for you.

What Texas requires

  • A campaign treasurer appointment filed before you raise or spend a single dollar — required of every candidate, even at $0
  • Electronic filing with the TEC for statewide, legislative, and multi-county offices
  • Semiannual reports due January 15 and July 15, plus pre-election reports 30 days and 8 days before an election for opposed candidates
  • Local candidates file with their city or county authority — we keep you pointed at the right one
  • Full contributor records and a clean reconciliation behind every report

Texas-specific rules worth knowing

Texas sets no contribution limits for non-judicial state and local candidates — individuals, parties, and PACs can give without a cap. But corporate and union contributions are prohibited, and judicial candidates face strict aggregate limits under the Judicial Campaign Fairness Act. Knowing which rules apply to your race is exactly what we track.

How Heartland helps Texas campaigns

We prepare and electronically file your TEC reports, set up your treasurer appointment, reconcile every report to the bank, screen contributions against Texas’s source rules, and track every deadline. You get proofs at least three days early and a live portal showing where you stand — on a flexible monthly retainer that scales with your activity.
